of an Excessively Controlling Bureaucracy
A final operating consideration is how the absence of
detailed rules and regulations will affect work. Rules and regulations are of
value to respond to the legal environment, such as the proper legal steps to
pursue progressive discipline or standardized aspects of work such as the use of
electronic forms. The presence of some policy, rules and regulations in and of
themselves does not translate into a rule-bound and red tape-filled bureaucracy.
The entire ring organization must be committed to avoiding this negative side to
operating procedures. At the same time, many user-friendly approaches can be
developed to both guide and educate organization members on the routine side of
organizational life. The virtual workplace may be filled with guidelines and
decisions-support software, question and answer material and case examples, all
of which serve to inform and educate rather than limit and control.
