What is a scope change control?
Any project that has ever done has probably had scope changes. It is only reasonable that a project develops, the learning takes place and changes the environment of the project. These changes may result in changes to the project. Since they are almost inevitable, it is best prepared to deal with change, rather than surprised when they occur and try to resist them.

One of the things you need to be changes to the control, a clear definition of project deliverables. If the results significantly, if the scope of the project baseline is established, it is difficult to know when a change is needed, whether it is or is not part of the established project scope. Many conflicts can have a clear framework baseline that all parties have agreed to be avoided.
